Look in to whether dispatcher from ndn-cxx can be used.
1.Use ndn-cxx/mgmt/dispatcher to deal with the interests which are control command from local host.
2.Use ndn-cxx/mgmt/dispatcher to deal with the interests for datasets from local host.
3.Use ndn-cxx/mgmt/dispatcher to deal with the interests for datasets from remote router.
