Description
As discussed in issue #4527, decode an incoming interest with packet format v0.2 and map it to v0.2 semantics.

- Allow the Nonce to be absent.
- Ignore HopLimit and Parameters.
- If CanBePrefix is present (true), do nothing (since the default MaxSuffixComponents is infinity). If definitively decoding as v0.3 and CanBePrefix is absent (false), set MaxSuffixComponents to 1.
