Update face metric based on link latency

Description
Running GlobalRoutingHelper::CalculateRoutes based on the default face metric (i.e. 1) results in shortest paths in terms of hop count.
To calculate the shortest paths based on links latency we need to update the face metric of each face, according to the delay of the PointToPoint channel to which they are connected.
