Decoding error in TestRegisterRoute

Description
In jNDN, the TestRegisterRoute example gives the error "Unrecognized critical type code 129". This uses a Protobuf definition of the ControlParameters response. This needs to be updated with new critical type codes define in the current ControlParameters used by NFD:
