Add support to the NFD management system and nfdc command line tool to enable or disable allow congestion marking to be allowed or disallowed on a particular face, as well as allowing any necessary marking options to be set. At the moment, the relevant options appear to be the base congestion marking interval and the default congestion threshold. Also allow the current status of congestion marking (enabled/disabled) (allowed/disallowed) and the values of these options to be viewed with `nfdc face`.
