Description
Add steps to incoming Interest and incoming Data forwarding pipelines that drops a packet whose Name begins with /localhost, unless it comes from a local face.
Add steps to outgoing Interest and outgoing Data forwarding pipelines that drops a packet whose Name begins with /localhost, unless it goes to a local face.

20140220 conference call decides forwarding pipelines should also enforce /localhost boundary on outgoing pipelines, because strategy might violate the rules.
NRD and/or FibManager should also forbid adding non-local face as nexthops on a FIB entry under /localhost.
