Allow user to explicitly specify the cert name prefix in ndnsec-certgen
Description
In current implementation, the cert name prefix before the 'KEY' component is inferred according to the signer's key name.
However, in some cases (e.g., NLSR), users may want to explicitly define the cert name prefix.
the library and tools should be able to fulfill such a requirement.
