Permit zero-length NameComponent.
A zero-length NameComponent doesn't have special meaning in terms of packet processing and forwarding.
The processing rule is exactly same as any other NameComponent.

@Alex believes the library didn't enforce NameComponents to be non-empty. If that's a case, test cases are needed:
- construct zero-length NameComponent
- fromUri and toUri
