Description

AccessStrategy design did not specify the lifetime of Measurements entry and when the lifetime should be extended.

Implementation does not call measurements.extendLifetime, which can cause non-optimal forwarding decisions.

Design is updated to specify that Measurements lifetime should be extended upon Data arrival, and the lifetime is set to 8 seconds.
