Document installation procedure from Ubuntu PPA

Description

Right now, the only installation instructions provided are for source-build. Given we are maintaining PPA packages, the instructions should include (and I would suggest, prioritize, like we did with NFD) PPA installation.

There are a few caveats:

  • prior to Ubuntu 15.04, initialization use upstart. After package is installed and configured, either sudo start nlsr should be invoked or machine restarted

  • since Ubuntu 15.04, initialization uses systemd. After package is installed and configured, one needs to run systemd enable nlsr and systemd start nlsr (or restart the machine after enabling nlsr)/
