Fix hard-coded private keys for prefix registrations with local NFD

Description
Currently, we are forced to have private key to register prefix locally, even though local NFD allows everything.
This needs to be fixed along two dimensions:
- build in ID manager into NFD app, so users can install real certificates
- allow prefix registration without identity (with Sha256Digest). This may require changes in jndn.
