Description
In general, OnVerifyFailed should be updated to include an error string (like in ndn-cxx) to explain why the signature verification failed. In particular, the ConfigPolicyManager has extra failure reasons such as "unexpected config file format", "config file doesn't exist", etc. This would help with debugging.
