Description
In GenericLinkService, CachePolicy field should be accepted on all local faces without requiring allowLocalFields option.

See #2184-6 for the decision on this.
The rationale is: Every application should be able to control the CachePolicy on its Data. In contrast, IncomingFaceId and NextHopFaceId should only be used by privileged applications and thus requires a management command to enable.
