Specifying per-node delays at topology setup

Description
Currently there is a small wait time between the starting of each NFD. However, this broad-strokes approach cannot work for all topologies, e.g. topologies where one node needs to setup a very large database to provide to the network. This can take a long time, and startup may not be done before the experiment starts. It is possible to specify this logic in the setup method for an experiment, but that can often be too involved.
It should be possible to specify a time to wait, per node, before continuing constructing the topology.
