Description
Increase RAM and CPU cores for the Vagrant template VM to speed up builds, but reduce RAM on the other VMs because it is unnecessary to have 2GB of RAM to run the tests.

the whole point of this change is to make the VMs smaller
The rationale isn't sufficiently justified.
The VMs can be smaller than the build requirement, but it should at least have enough memory for regularly sized tables.

Change 4355 patchset 2 passes the verification except problems noted in #4379.
Although each node is allocated only 512MB and CS capacity is set to 500MB, the average transmitted packet size is much smaller than 8KB when "500MB" was calculated, so the tests are fine.
I will disagree with any attempt to change CS capacity for all tests.
