Include PrefixAnnouncement in prefix registration commands

Description
In prefix registration rib/register commands, include PrefixAnnouncement signed by prefix owner's key instead of Name and normal Interest signature.
This enables Android app to use NFD's prefix propagation function without giving NFD their signing key.
