Consumer does not start initialization phase on application nack

Description
Currently it just sends a new sync interest with the latest IBF. So it never gets any updates it missed.
According to the paper it should start the initialization phase (missed this part earlier). In initialization phase however we don't send back sequence numbers - so the consumer needs to wait to recover what has already been updated to its next update. This also needs to be rectified.
