I upgraded one of the two Mac minis at UCLA to Ventura and updated Jenkins config to match. The new Mac minis are so much faster than the other build machines/VMs that having just one agent each for macOS 12 and 13 is not going to be a bottleneck.

The plan going forward is to keep the two Mac minis on different OS and Xcode/CLT major versions in order to provide broader CI coverage.
