Due to the Boost INFO -> JSON -> INFO conversion, duplicate keys are dropped in Mini-NDN's NFD configuration, with only the last value in the configuration file included. This includes the default 127.0.0.1 whitelist scope for local faces. This should be rectified as it can lead to non-intuitive behavior.
