In [[FaceMgmt]], `faces/enable-local-control` and `faces/disable-local-control` was designed to enable/disable [[LocalControlHeader]] features. They are no longer not long relevant when [[NDNLPv2]] replaces [[LocalControlHeader]]. This issue is to redesign this part of [[FaceMgmt]] protocol, and provide a meaningful replacement for these commands.
