`ndnsec cert-install` currently only recognizes http:// links as Internet URIs and downloads from the server. It does not recognize https://.
This causes difficulty in deploying ndncert as an HTTPS-only site.
ndnsec cert-install should be extended to download from HTTPS.
(original issue #4245 was accidentally deleted while combatting spam).
