Packet Format 0.3 introduces a TLV evolvability requirement. The current wording requirement that permits unrecognized non-critical TLV elements anywhere in the packet. However, if they are injected before Name element in Interest or Data, or inside Name element, there would be difficulty in packet processing. This issue is to forbid them before Name and inside Name.
