Release ndn-cxx 0.8.0 ndn-cxx, NFD, and NFD/ndn-tools ndn-tools version 21.11 0.8.0 * write release notes, update `docs/release-notes-latest.rst` symlink, add entry in `docs/releases.rst` * increase version number in `wscript` * create and push git tags * publish source and binary packages * update documentation on named-data.net (generate documentation for the released version, update symlinks to "current", update version in github hook) * send announcement
