Support ImplicitSha256DigestComponent type. [NumberComponent and ImplicitSha256DigestComponent](http://named-data.net/doc/NDN-TLV/0.2/name.html) TLVs. This task includes: * develop new component class classes * extend Name class to allow new component type types * extend URI encoder and decoder * extend PIT matching algorithm
