NFD should not directly process prefix registration protocol.

prefix registration (from applications or laptops) is handled by the control plane (an external process), so prefix registration protocol should be defined by the control plane.

NFD should expose a set of FIB nexthop list management commands so that the control plane can write FIB nexthop list based on its RIB.
