Define rib/advertise and rib/withdraw ControlCommands in RibMgmt.
This Task only involves the definition of those commands.
It does not design how these commands could work, such as how does RIB Daemon communicate the intent to routing protocols.

According to email discussion, it's unnecessary to involve RIB Daemon for advertising and withdrawing prefixes in a routing protocol.
The routing daemon(s) should define the commands, and tools should interact with routing daemon directly.
