Revisit NDN certificate design

Description
Given we will change the certificate encoding mechanism, it is a good chance to revisit the current NDN certificate design, and change the design if it is necessary to avoid changing certificate multiple times.

Please list what parts consist "certificate design", and where to find the documentation for those parts, so that we can start questioning those designs.
I have some immature text, not sure if it is ready for people to discuss.

We have made a technical report draft about new certificate format. It is now at the stage of soliciting feedback.
Please post a link to this technical report draft mentioned in note-5. I have never seen it.
