Description

SecurityTestCertificateCache/Ttl test case relies on exact timing from Scheduler.

However, Scheduler can only guarantee the timed event is executed no earlier than the specified time. Timed events can be delayed when system load is high.

Build 1428 failed due to this incorrect test case.
