When wscript concludes that dropping privileges is not supported on the platform, test cases that rely on PrivilegeHelper::initialize must be disabled.

This problem is exposed when #2419 causes wscript to mistakenly believe dropping privileges is not supported.
It won't appear again on most platforms if #2419 is fixed.

However, same problem would occur if dropping privileges is truly not supported on a certain platform.
