Description
Deprecate ndnx packet format support in next platform release, remove code in subsequent platform release.

Added "remove in a later release" to the Subject since this issue will track through the final removal of NDNx support.

In all libraries, documented deprecated methods. Added public static bool WireFormat.ENABLE_NDNX and throw an exception if it is false when registering with NDNx or using the binary XML wire format.
Keep this task open until support is removed in a later release.
