From AlexA: "some of the common high-level operations for Interest and Data packets needs to be grouped under the umbrella of Face abstraction. For example, processing LocalControlHeader (attaching annotation to Interest/Data abstraction on decode and wire format on encode).

This is internal detail. So far, I talked specifically about LocalControlHeader encoding/decoding.

LocalControlHeader was removed when we moved to NDNLPv2. Can we close this issue?
