Description

Type value assignment concept is misleading, because "value" refers to the third item in a Type-Length-Value tuple.

"Type value" should be renamed as "TLV-TYPE code".

ndn-cxx has several places refering to "TLV-TYPE code". They are changed to "TLV-TYPE number" in https://gerrit.named-data.net/4084.
