Some kind of routing is needed so that a node may be able to reach a non neighbor.

My opinion is: IP routing (or static IP routes) should not be enabled by default.
In most cases, NDN routing (NLSR) is sufficient. Enabling IP routing is harmful that it would allow NFDs to connect via multi-hop IP tunnels and cause unexpected results.
IP routing, when needed, should be the responsibility of Mininet rather than Mini-NDN.
