Description
In best-route strategy, do not treat a nexthop as eligible if the face is DOWN.
This is an addition to the current criteria of "not same as downstream" and "not violate scope".
NFD devguide should be updated as part of this task.

This Feature should not start until rapid failure detection (like BFD) is available, because it relies on rapid failure detection to know whether the face is UP or DOWN.
