Deprecate/Remove LocalControlHeader

Description
As of 0.4.0, functionality of LocalControlHeader has been replaced with NDNLPv2.
As part of this task:
- implement compatibility LocalControlHeader class for legacy apps
- immediately deprecate the class and all methods of it.

Deprecated API methods Data.getIncomingFaceId, Interest.getIncomingFaceId and getNextHopFaceId. We will keep this issue open until legacy LocalControlHeader support is removed after implementing NDNLPv2.

Moved this issue to jndn since LocalControlHeader was only implemented in Java.

jNDN release v0.12 has NDNLPv2 support including IncomingFaceId.
