Behavior similar to that documented in issue #3530 was being observed, visually on the testbed map, during the March 9 test, independently by two participants. (See #3485-9 and #3485-13.)
On an isolated set of machines, we should try to replicate this behavior (perhaps using link-shaping tools that Jiawen used for testing NDN-RTC?), determine if it is caused by best-route, and develop a mitigation approach if it is.
