Description

Email to user says: "Somebody has initiated issue of NDN Testbed certificate."

Email to operator says: "An NDN testbed user (omitted) has requested issue of the NDN certificate."

The word "issue" is used as a noun, but none of the noun definitions of this word fits the semantics.
It's better to use the word "issuance" here.
