Description
Provide an external (signed interest) command that triggers prefix registration with the local NFD. This is intended to allow remote users of a repo to request that content be made available by the network at a controllable granularity.

Can the consumer express Interest with NextHopFaceId pointing to the repo, instead of asking the repo to register a prefix?
