Improve face_system error message when a ProtocolFactory is disabled

Description
When a ProtocolFactory is disabled via Waf option, the presence of face_system.factory-id config section current causes error message "Unrecognized option face_system.factory-id".
This error message should be changed to include an explanation that the relevant ProtocolFactory has been disabled during compilation.
