Refactor validator to v2

Description
When ndn-cxx issue #3920 is merged, NLSR will break, because NLSR uses a custom validator that is a subclass from ndn-cxx's ValidatorConfig. Since that's going away, NLSR needs to refactor its validator to the v2 system.
This change goes hand-in-hand with issue #3964, where the certificate system is changed.

Please remember to update the NLSR Developer's guide when this refactor is finished, as I understand the new validator system is very different from the old one.
