Persistent notification is posted when NFD is not running

Description
- Start NFD, do whatever
- Stop NFD
- Some time later (could be few hours or even a day) NFD posts a notification (Cannot remove this notification by sliding from the home screen)
- Click on the notification to discover that NFD is stopped (as we did in step 2)
If NFD is force stopped from Settings -> App then this does not happen.
