Deploy Ubuntu 19.04 Jenkins agents

Description
Ubuntu 19.04 will be released on April 18, 2019. 64-bit Ubuntu 19.04 agents should be set up soon after this date.
Once that's done, Ubuntu 18.10 agents can be retired.

The following projects have passed tests:
ndn-cxx
NFD
ndn-tools
PSync
NLSR
repo-ng
ndns
ndnSIM
I am not sure if the followings are also needed to be tested. Clarification needed:
- ndncert
- ndn-traffic-generator
- name-based-access-control
- ChronoSync

All the projects mentioned in note #4896-1 have passed. Waiting from Memphis or other site to deploy 19.04 agent.

Two Ubuntu 19.04 agents have been deployed (one in Arizona, one in Memphis) and all the related projects have been set to be run on them replacing Ubuntu 18.10. Let me know if I can retire the 18.10 agents.
