Ubuntu 19.10 will be released on October 17, 2019. 64-bit Ubuntu 19.10 agents should be set up soon after this date.
Once that's done, Ubuntu 19.04 agents can be retired.

bento finally has 19.10 vagrant boxes, still nothing from generic.

I have one agent node set up and connected to Jenkins. Please let me know of a better way to test the jobs with that node only.

Passes builds for NFD, ndn-cxx, ndn-tools, NLSR, ndnSIM, PSync, ChronoSync. I think we can update the rest of the projects to add 19.10 permanently and retire 19.04.
