Description

  1. Increase initial window size (thus minimum window size) to 2 packets (see https://tools.ietf.org/html/rfc3390)

  2. Implement the "TCP-Friendly Region". Meaning the CUBIC increase will be at least as much as the AIMD increase. See https://tools.ietf.org/html/rfc8312#section-4.2
