Deploy Ubuntu 21.04 Jenkins agents

Description
Ubuntu 21.04 will be released on April 22, 2021. At least two 64-bit Ubuntu 21.04 agents should be set up soon after this date.
Once that's done, all Ubuntu 20.10 agents can be retired.
Sorry about the delay. I already have two bento boxes set up and tried with NFD build but it failed with some package updates. I'm still investigating it.
Make sure you're using the latest version of the bento box (released 3 days ago). The previous version was a pre-release.

Sorry for the delay. here's an update.
Building NFD succeeds with refs/heads/master.
However, ndn-cxx failed with refs/heads/master saying lib system not found in /lib64, but passed on this build: https://jenkins.named-data.net/job/ndn-cxx/7941/. I haven't looked at the details but I did not see any config-related changes in 7941 so a bit confused why refs/heads/master would fail.

That's probably because the ndn-cxx script is missing build-essential in the list of prerequisites. All other projects have it so the package will be installed as soon as any other project is built. I'll add the missing dependency in my next patch, but it's a very minor thing so please proceed with adding the agent to all remaining active projects.
Noted. I have added it to others and running tests.
Most projects are passing. only a few left. I think it won't be a problem. But we can wait for the other projects to pass as well.
