Description
The DeadNonceList has a "lifetime" parameter. The default value of 6 seconds may not be appropriate for all network environments. This task is to make the lifetime configurable via nfd.conf, including support for runtime configuration changes if feasible.

Lessons Learned from Fixing the Dead Nonce List in NFD technical report proposed a new data structure design.
An initial version of this design is to be implemented in #5288, and it would allow configurability of expected longevity parameter.
Is it still necessary to keep the DNL realization from 2014 design and implement this parameter?
Or can we consider this feature rejected as soon as #5288 is done?
