For historical reasons, the NDNLP field IncomingFaceId has type 817. A receiver that doesn't understand/recognize this field must therefore drop the whole packet (per the rules in NDNLPv2), which was not the intended semantics.

As decided at the 2021-12-03 call, the IncomingFaceId type should be changed to 812, which indicates that the field can be ignored (without dropping the packet) by implementations that don't recognize it.
