Release ndn-cxx 0.9.0, NFD 24.07, ndn-tools 24.07

  • increase version number in wscript
  • write release notes, update docs/release-notes.rst, add entry in docs/releases.rst
  • create and push signed git tag
  • review draft release on GitHub (including artifacts), adjust notes as needed, publish
  • update "current" documentation symlink on docs.named-data.net
  • send announcement
