Raise Boost library version requirement to 1.48

Description
The current requirement restricts to Boost 1.42.
The following versions are currently available (from packaging systems) on different platforms:
- Ubuntu 12.04 has 1.46 and 1.48.
- Ubuntu 13.10 has 1.53
- Macports has 1.55.
- FreeBSD ports has 1.52.
- CentOS 6 has 1.41.
- CentOS 5 has 1.33.
If there is a platform that actually uses Boost 1.42, NFD should be tested on this platform.
Otherwise, the minimal Boost version should be raised to 1.48.

20140221 conference call decides that there's no problem to raise minimum Boost version to 1.48.0.

20140224 conference call: Alex finally agrees to raise Boost requirement to 1.48.0.
We still need to provide packages for CentOS 6, possibly by static linking.
