Description
Enable runtime configuration of log components and log levels.
Default configuration is showing only log levels >= WARN.

What's happening with a Task assigned to nobody, but is In Progress?

I did a small update without assigning the whole task to myself (see issue on gerrit). I will revise that issue, but I'm not planning to completely solve this issue.

I have submitted an update that I would like to merge. I have implemented only ability to set specific log level globally, which is ok for now. Other features, such as customization of log level per component, should be in separate commits, but part of this issue.
